President Donald Trump has reversed a brief suspension of ICE traffic stops, restoring one of the federal government’s most widely used immigration enforcement tactics just a day after officials paused the practice following two fatal encounters involving U.S. Immigration and Customs Enforcement (ICE) agents.
The announcement Monday marks a hard policy shift and the Trump administration’s determination to press ahead with a tough immigration enforcement agenda amid growing public scrutiny and political debate. CNN reported Tuesday that ICE agents had been directed to mostly stop vehicle stops until further notice, a directive that was reversed after internal talks and political pressure.
Trump announced the reversal in a post on Truth Social, asserting that ICE traffic stops remain one of ICE’s “most important and effective” tools for locating and apprehending individuals residing in the United States illegally. “If we abandon that tactic, it will undermine our broader efforts to fight crime and enforce immigration laws,” he said. His statement effectively reversed the Department of Homeland Security’s (DHS) temporary operational pause.
ICE suspended operations after two separate ICE operations ended in fatal shootings within six days. In one case near Houston, Texas, ICE agents shot and killed Lorenzo Salgado Araujo, 52, during an enforcement operation.
Days later, agents shot and killed Johan Sebastian Duran Guerrero, a 26-year-old Colombian national, during an operation in Biddeford, Maine. Protests erupted in both cases, reigniting criticism of ICE enforcement tactics and calls for a review of vehicle stop procedures.

The temporary pause was meant to allow DHS and ICE time to review operational procedures regarding ICE traffic stops and provide further guidance and training to officers conducting vehicle stops, officials familiar with the matter said. There were exceptions for operations involving criminal warrants or joint law enforcement missions.
The reversal came after fierce pushback from many of Trump’s political allies and immigration hard-liners who argued that pausing ICE traffic stops would undermine immigration enforcement and restrict officers’ ability to find people targeted for removal. The previous guidance was limited to agents in Enforcement and Removal Operations, the division of ICE that arrests and deports undocumented immigrants, a person familiar with the matter said.
The directive had temporarily paused the initiation of traffic stops while allowing agents to coordinate with partner law enforcement agencies when carrying out stops tied to criminal warrants involving individuals in vehicles. White House officials indicated that the president believed maintaining the tactic was essential to achieving the administration’s immigration objectives.
Following Trump’s announcement, DHS publicly aligned itself with the president’s position, reaffirming its commitment to continuing immigration enforcement while emphasizing that officer safety remains a priority. Officials said ICE personnel would continue carrying out ICE traffic enforcement operations under existing policies as the agency reviews training and operational practices.
The change in policy has sparked a national debate on immigration enforcement, which is already heated. Civil rights groups have criticized the agency’s use of vehicle stops, noting the recent deaths and calling for more oversight. Other elected officials have also called for broader reviews of ICE procedures, while others continue to support the administration’s approach, arguing that proactive enforcement is still needed to secure the nation’s borders and uphold federal immigration law.
The incidents remain under investigation, and federal authorities have not released final findings regarding either shooting. As those investigations continue, the administration’s decision to resume ICE traffic stops is expected to remain a focal point in the broader debate over immigration policy, law enforcement practices, and public accountability in the United States.
